Billy, a young boy who dreams of owning a sweet shop, discovers that an old building has become home to a trio of window cleaners: a Giraffe, a Pelican, and a Monkey. Together, they form the Ladderless Window-Cleaning Company.
 
When the Duke of Hampshire hires them to clean his mansion’s 677 windows, they uncover a jewel thief in action. With teamwork and bravery, they stop the criminal. As a reward, the Duke helps Billy open his dream sweet shop and gives the animals a perfect home.
